Saint Francis Indian School is funded through the Bureau of Indian Education (BIE) in the US Department of Interior.  These funds are based on Treaty obligations between the US government and the Rosebud Sioux Tribe.

However, the cost of education is skyrocketing and BIE funds are not enough.
